FBI Releases 2025 Active Shooter Incidents Report

The FBI has released the 2025 Active Shooter Incidents in the United States report to provide an overview of active shooter incidents and responses to support law enforcement, emergency responders, private organizations, and the public to better understand these threats. The report aims to provide valuable insights designed to aid in prevention, mitigation and response efforts against active shooter situations.

Active shooter incidents continue to claim lives and devastate individuals, families and communities across the United States. In 2025, the FBI designated 34 active shooter incidents, representing a 42% increase from 24 incidents in 2024; however, 2025 still remains below the five year average of 43 incidents per year. Active shooter incidents occurred in 21 states and Washington, DC, and represent five categories, including commerce, open space, government, education, and houses of worship. Nearly 68% of incidents involved planning and preparation by the shooter, an increase from 58% in 2024.

This year’s report includes a new section on potentially averted active shooter incidents which were a result of law enforcement observations, tips to the FBI and/or local law enforcement, or information provided to School Resource Officers (SROs) or campus police. This section offers several examples where methods such as “see something, say something” likely prevented an attack and saved lives.
