The Cybersecurity and Infrastructure Security Agency (CISA) offers the Bomb-Making Materials Awareness Program (BMAP) to help prevent terrorists and criminals from obtaining materials which can be used to construct homemade explosives and improvised explosive devices.
Sponsored by CISA’s Office for Bombing Prevention, BMAP focuses on restricting access to explosive precursor chemicals, powders, target materials, and associated components. The program concentrates largely on the planning phase of a potential attack, particularly the acquisition of materials and bomb-building stages.
BMAP also works to improve recognition and reporting of suspicious purchasing behavior and reduce the theft or diversion of materials which could be misused. Outreach efforts bring together law enforcement, emergency services, businesses, and other public and private sector partners to create a broader network capable of identifying potentially suspicious activity.
Among its resources are free awareness materials, videos and online training. CISA and the FBI also operate Operation Flashpoint, an outreach initiative encouraging businesses which sell potentially exploitable materials to recognize and voluntarily report suspicious activity.Additional information, training resources and a downloadable BMAP fact sheet are available at cisa.gov/bmap
